it will usually say on the package in tiny print, usually if it doesn't say ';oil free'; or ';water-based';, then obviously, it is not. Another way to tell if makeup is oil free is if it has an ';active ingredient'; of salicilic acid (usually about 0.6%). If you really want to be sure...read the ingredients, or just stick with the ones that are actually oil free, like Rimmel cool makeup, Maybelline pure makeup or almay for oily/acne prone skin. How do you know if a cosmetic product is water-based or oil-free?
those are good-selling features, so if they are water-based or oil-free, it will be somewhere on the packaging.
Water based will say on the label (as the main ingredient) Water or Aqua. If your cosmetics have these on them then they are water based.
Oil based will say on the label, mineral oil, petrolatum (I think that's how you spell it), petroleum or it won't say anything.
FYI nut oils such as almond oil are good for your skin.
